Just want to add some information here. PayPal don’t allow any proxy or a VPN service with their service so you need a dedicated IP VPN to make sure you can use PayPal service and Expressvpn don’t have that feature.

I would recommend you to update this page and only this those VPN providers who have dedicated IPs. I’m a user of a dedicated IP and I also use my PayPal with that – Btw I use Purevpn
